NOTICE OF SURPLUS PROPERTY AUCTION 

 Roosevelt City is holding a public auction via sealed bids to dispose of City surplus property. Bidding opens on Friday, August 4, 2023, and will close on Monday, August 21, 2023, at 3:00 p.m. Submitted bids must be sealed and delivered in person to the Roosevelt City Offices located at 255 South State St. in Roosevelt. Bids will be opened and awarded on Tuesday, August 22, 2023, at 9 a.m. Winning bidders will be contacted via telephone the same day.

Bids must be submitted using the form provided by the City in a sealed envelope delivered in person to the Roosevelt City Offices located at 255 south State Street. The form must be filled out completely (name, mailing address, phone number, bid item, and bid amount) for the bid to be considered. If you are bidding on multiple items, you must submit a separate form and envelope for each item.

Notice of Public Hearing by The Redevelopment Agency of Roosevelt City 

The Redevelopment Agency of Roosevelt City (the “Agency”) will hold a public hearing on August 15, 2023, commencing at 5:30 p.m. or as soon after that as feasible, at the Roosevelt City Administration Building, 255 South State Street, Roosevelt, Utah. The purpose of the public hearing is to accept public comment on a draft project area plan and budget for the proposed Main Street Community Reinvestment Project Area.  

On August 20, 2019, the governing board of the Agency adopted Resolution 2019-01 authorizing the preparation of a draft community reinvestment project area plan and budget for the proposed project area within the survey area. Agency staff and consultants have prepared a draft plan for the proposed project area, along with a draft budget, within the survey area.  

Property tax revenues resulting from an increase in valuation of property within the project area or proposed project area will be paid to the Agency for project area development rather than to the taxing entity to which the tax revenues would otherwise have been paid, if the proposed project area is created and the diversion and use of tax increment is approved by interlocal cooperation agreement with the various taxing entities.  

The Agency has requested an estimated $4,765,448 in property tax revenues that will be generated by development within the proposed project area to fund a portion of project costs within the proposed project area. These property tax revenues will be used for the following: project administration and creation, and a grant fund reimbursement to Roosevelt City. These property taxes will be taxes levied by the following governmental entities, and, assuming current tax rates, the taxes paid to the Agency for this project area from each taxing entity will be as follows: Duchesne County - $1,323,275; Duchesne County School District - $3,249,398; Roosevelt City - $1,324,575; Duchesne County Mosquito Abatement District - $62,363; Duchesne County Water Conservancy District - $134,471; and Central Utah Water Conservancy District - $259,848. All of the property taxes to be paid to the agency for the development in the project area are taxes that will be generated only if the project area is developed.  

All persons interested and present will be given an opportunity to be heard in this matter. Written comments may also be submitted to the Agency regarding the draft plan and budget prior to the date of the public hearing. All concerned citizens are invited to attend the hearing. Any person objecting to the proposed project area plan or budget or contesting the regularity of any of the proceedings to adopt the proposed project area plan or budget, may appear before the board at the hearing to show cause why the proposed project area plan or budget should not be adopted. The proposed project area plan and budget are each available for public inspection at the Roosevelt City Administration Building (address above).  

The proposed project area contains approximately 379 acres of land located in the downtown area at the intersection of Main Street and Lagoon Street. A condensed legal description and map are enclosed.

 NOTICE OF CERTIFICATION OF ANNEXATION PETITION BY ROOSEVELT CITY RECORDER’S OFFICE ROOSEVELT, UTAH

 On March 3, 2023, Roosevelt City received a petition to annex property into Roosevelt City that is currently in Duchesne County.  On May 1, 2023, the Roosevelt City Recorder certified the petition.  The property proposed for annexation in the Annexation Petition is known by tax ID # as follows: parcel # 00-0035-2481 and parcel # 00-0035-2482, both owned by Joshua and Betsy Bake. Roosevelt City will provide fire protection, paramedic, and emergency services to the annexed property.   A protest to an annexation petition under Section 10-2-403 may be filed only by the legislative body or governing board of an affected entity.  Anyone wishing to inspect the annexation petition in its entirety, including a plat map identifying the property to be annexed, is invited to do so in the City Recorders office at the Roosevelt City Municipal Building located at 255 South State Street, Roosevelt, Utah, between the hours of 8:30 a.m. to 5:00 p.m. Monday through Friday.  The property included in the annexation petition may be annexed into Roosevelt City unless a written protest is filed with both the Duchesne County Clerk at P. PUBLIC NOTICE IS HEREBY GIVEN THAT the governing board of the Municipal Building Authority of Roosevelt City, Utah (the “Governing Board” and the “Authority,” respectively) adopted a resolution (the “Resolution”) declaring its intention to issue lease revenue bonds (the “Bonds”) pursuant to the Utah Local Building Authority Act, Title 17D, Chapter 2, Utah Code Annotated 1953, as amended, and calling the public hearing described below.

TIME, PLACE AND LOCATION OF PUBLIC HEARING

The Authority shall hold a public hearing on March 28, 2023, at 5:30 p.m., or as soon thereafter as feasible.  The location of the public hearing is at the Authority’s regular meeting place at 225 S. State St., Roosevelt, Utah.  The purpose of the public hearing is to receive input from the public with respect to the issuance of the Bonds and the potential economic impact that the improvement, facility, or property for which the Bonds will pay all or part of the cost will have on the private sector.  All members of the public are invited to attend and participate.

PARAMETERS OF THE BONDS

The Authority intends to issue the Bonds as Lease Revenue Bonds in an aggregate principal amount of not to exceed $4,300,000, to bear interest at the rate or rates of not to exceed 0.5% per annum, to mature in not more than twenty-five (25) years from their date or dates, and to be sold at a price not less than ninety-nine percent (99%) of the total principal amount thereof, plus accrued interest to the date of delivery. No taxes will be pledged for the repayment of the Bonds.  The security of the Bonds will be the facility constructed.  The Bonds will not be on parity with any other Bonds of the Authority or the City or secured by the same revenues as any other bonds.  If Bonds are issued in the full amount above, and carried to maximum maturity, at the maximum interest rate, then the amount to be repaid will be approximately $4,575,243.   However, the City and Authority anticipate that the Bonds will not be issued in an amount in excess of $3,220,000 at an interest rate of not more than 0.5% per annum, to be repaid over twenty (20) years, in which event the amount to be repaid will be approximately $3,391,750.  The Issuer has obtained a grant commitment in the amount of $280,000 for the Project from the Community Impact Board, none of which will need to be repaid.  There are no other bonds currently outstanding that are secured by the same pledge of revenues as the proposed Bonds.

PURPOSE FOR ISSUING BONDS

The Bonds will be issued pursuant to the Resolution, and an Authorizing Resolution and Master Resolution (collectively, the “Bond Resolutions”) to be adopted by the Authority Board authorizing and confirming the sale of the Bonds for the purpose to finance, in part, (i) the acquisition and construction of a new four-plex sports field complex, and related improvements for the benefit of Roosevelt City, Utah (the “Project”); and (ii) to pay the costs of issuing the Bonds.

A draft of the Final Bond Resolutions in substantially final form was before the Authority Board and was part of the Resolution (collectively, the “Borrowing Resolutions”) at the time of the adoption of the Resolution by the Authority Board.  The Final Bond Resolutions will be adopted by the Governing Board in such form and with such changes thereto as shall be approved by the Governing Board upon the adoption thereof; provided that the principal amount, interest rate, maturity and discount of the Bonds will not exceed the maximums set forth above.

Copies of the Borrowing Resolutions and information on the Authority’s outstanding bonds are on file in the office of the Secretary of the Authority at the Authority’s offices where they may be examined during regular business hours of the Secretary from 9:00 a.m. to 4:00 p.m., Monday through Friday, for a period of at least thirty (30) days from and after the last date of publication of this notice.

Notice is hereby given that Roosevelt City is seeking to fill one vacant City Council Member position. This vacancy will be filled at the regularly scheduled Council Meeting at 5:30 p.m. on Tuesday, June 1, 2021, at the Roosevelt City Offices, located at 255 S. State Street. Interviews will be held publicly at this meeting.

 Notice is hereby given that the Roosevelt City Council will be conducting a public hearing to receive specific comments on plans to develop a gun range and shooting complex on property owned by Roosevelt City and located in Ballard City. The planned gun range will include long ranges of various distances, a cowboy shooting area, and an archery range. It will be free for public use.

Notice is hereby given that a public hearing has been scheduled to receive specific comments regarding the Roosevelt City Final Budget FY 2021-2022, and to re-open the FY 2020-2021 Budget.
