City Manager - Ryan Snow

Ryan grew up in Roosevelt and left the Basin to serve an LDS mission to South Florida and then to attend college at Utah State University (go Aggies!) Ryan and his wife Debra moved back to Roosevelt in 2005 and have enjoyed raising their four children - two girls and two boys in Ryan's old stomping grounds. 

Before coming to work for Roosevelt City, Ryan was the Controller/Chief Financial Officer for Burdick Materials/Burdick Paving. He also worked as an accountant for Aycock, Miles and Associates here in Roosevelt, the State of Utah, Bear River Mental Health, and Utah State University.

Ryan earned his Bachelor of Science degree in accounting and an MBA from Utah State University. 


  • Ensure that the entire community is served efficiently and effectively by providing direct management, oversight, supervision, coordination, and planning the affairs of the city with and through city departments including Airport, Building and Zoning, Finance and Administration, Fire, Parks and Recreation (Parks, Cemetery, Aquatic Center, Golf Course), Police (Police and Animal Control), Public Works (Streets, Sewer, and Water), and Water Source
  • Implementation of the policies established by the City Council
  • Understanding of the City Council’s preferred method of receiving information and fully informing its members on emerging issue
  • Be a good listener and exceptional communicator with the ability to skillfully guide the City Council through decision-making by attending all meetings of the Council and taking part in its discussions and deliberations
  • Create a culture of excellence, employing best practices, and promoting continuous improvement throughout the organization
  • Manage and mitigate potential unknown crisis, emergencies, and liabilities, including coordinate and direct legal counsel, Emergency Management, and maintaining a culture of safety
  • Prepares and oversees the administration of the City’s budget
  • Plan and manage construction projects
  • Promote and oversee economic development and strategic planning
  • Be a tough negotiator and mediator who is able to build consensus and forge strategic partnerships, internally and externally
  • Develop and execute a 5-year vision
