MINUTES
OF A SPECIAL MEETING
July 10, 2007
The meeting was called to order at 5:30 p.m. by
Mayor Russell L. Cowan.
A roll call was taken which showed council
members Lane Yack, Guy Coleman, Robert Yack,
Vaun Ryan, and Dave Woolstenhulme,
present. Mayor Cowan stated that the
meeting was a regularly called meeting and that notice of the time, place and
agenda of the meeting had been provided to the local news media and to each
member of the governing body.
Others present included City Manager Brad
Hancock, City Recorder Carolyn Wilcken,
Roger Eschler, Geoff Liesik,
Scott Hacking, Rick Stewart, Steve Yack, Rick Opsahl, Max Warren, Myron Duncan,
Evan Olsen, Alice Olsen, Lynn Prescott, Dave Prescott, Doug Prescott, Fay
Horrocks, Lynn Labrum, John Oberhansley, Fern Labrum,
Brent Hamaker, Marv Hamaker,
Todd Bro, and Stacey
Porter.
Opening prayer was given by Councilman Robert
Yack.
WATER
DISCUSSION WITH NEOLA WATER AND SEWER DISTRICT
Mayor Cowan stated that in the spirit of friendship
and cooperation, he would like to have the Council sit together with members of
the Neola Water and Sewer District to discuss the mutual concerns of drought
being experienced at this time. Council
moved into the audience area for the remainder of the discussion.
City Manager Brad Hancock proceeded to explain Roosevelt City’s situation regarding drought
conditions and the availability of water.
The agreement entered into between Roosevelt
City and Neola Water and Sewer
District in 1986 states that if any one of three conditions are
present, Roosevelt could interrupt water service to Neola in order to serve Roosevelt City citizens needs. At this time, all three of the conditions are
present. However, Roosevelt City
isn’t planning to cut off the water to Neola at this time if other means can be
found to increase available water.
Mayor Cowan asked what measures Neola is taking
to ask their patrons to conserve water.
Mayor Cowan reported on the measures taken by Roosevelt City
and asked that Neola do something similar.
Neola has three springs, one of which produces 200 gallons per
minutes. Neola is pursuing steps to be
allowed to bring this well into their system, which will help the situation. This will have to be approved by the state
agencies and will require a chlorination system. Brad Hancock explained that he had met with
Johnson Water District and asked if Roosevelt
could purchase water from their system.
The engineering work is being done to see how best to hook into their
system. Johnson Water has not yet
committed to supplying water and we have not received information on what it
will cost. District Engineer Scott
Hacking from the Department of Environmental Quality proposed approaching the
Utah Division of Water Quality to ask for financial assistance. He felt because of the emergency situation a
large portion would be given in a grant.
OUT-OF-CITY WATER CONNECTION REQUEST
Stacy Porter came before
Council to request a ¾” out-of-city water connection for Lot
26 in Stonegate Subdivision. Stonegate is a
pre-approved subdivision. However, Council
cannot make a motion on this request at this time as it was not placed on the meeting
agenda. To accommodate the fact that Mr.
Porter has come from quite a distance, Council heard his request and asked
whatever questions they may have had, but a decision and motion will be made at
the next regularly scheduled meeting.
REVITALIZATION
FUNDING APPLICATION
Council discussed the projects that would
qualify for Revitalization funds from Duchesne County.
After discussion, a motion was made by
Councilman Dave Woolstenhulme to ask for a water tender tank truck and a wild
land cab and chassis for the Fire Department.
Motion seconded by Councilman Robert Yack.
Motion carried unanimously.
A
motion was made by Councilman Guy Coleman
to adjourn the meeting. Motion seconded
by Councilman Lane Yack. Motion carried
unanimously.
