MINUTES OF A REGULAR MEETING

 

April 6, 2004

 

 

Mayor, Council Members, and others met in the parking lot of the city building to begin a tour of Roosevelt City facilities, after which they were to meet back in Council Chambers to conduct the remainder of the meeting.

 

After the tour, the regular meeting was called to order at 9:30 p.m. by Mayor Ormon Sullivan. 

 

A roll call was taken which showed council members John Gardner, Guy Coleman, Robert Yack, and Dave Woolstenhulme, present. Larry Murray was excused.  The Mayor stated that the meeting was a regularly called meeting and that notice of the time, place and agenda of the meeting had been provided to the local news media and to each member of the governing body.

 

Others present included City Manager Brad Hancock, City Recorder Carolyn Wilcken, Roger Eschler, Mike Davis, Jay Mitchell, Kirby Wolfinjer, Brent Fenn, and Rick Stewart.

Minutes of the March 23, 2004, meeting will be reviewed at the next meeting.

A motion was made by Dave Woolstenhulme to approve the following purchase orders.  Motion seconded by John Gardner.  Motion carried unanimously.

SUMMER CONTRACT LABOR

 

Council reviewed summer contract labor for April 15 through October 31, as follows:

 

            Roger Powell – Main Street flowers and trees at $725 per month

            Quality Cleaning Service – Repair and clean park restrooms at $900 per month

            Wilcken Enterprises – City Building grounds maintenance at $875 per month

 

After review and discussion, a motion was made by Guy Coleman to approve these contracts.  Motion seconded by Dave Woolstenhulme.  Motion carried unanimously.

 

CHAMBER MEMBERSHIP & FLOWER DONATION

 

Roosevelt City has received a letter from Duchesne County Chamber Director Irene Hansen stating they were waiving our $1,000 membership fees so these funds could be used to help with the Main Street project.  The Chamber had also included a check for $450 to be used to purchase flowers for the flower planters on Main Street.

 

DONATION REQUEST – SECOND NATURE

 

Second Nature Wilderness Program is having a BBQ in Duchesne and is requesting a donation from  Roosevelt City of 18 rounds of golf including a golf cart with proceeds going to Duchesne High School.  After discussion, a motion was made by Dave Woolstenhulme to approve this request but give them two 18-round passes with two golf cart.  Motion seconded by Guy Coleman.  Motion carried unanimously.  It was felt that this gesture would contribute to community relations and each pass winner would bring other individuals to the golf course that would then pay for their golfing.

 

GOLF COURSE BUSINESS

 

Council reviewed the minutes of the Golf Course Advisory Committee meeting held April 5 at 7:00 a.m.  These minutes reflected concerns and reported on business at the Golf Course

 

A motion was made by Dave Woolstenhulme to authorize all items of business dealing with the golf course first be filtered through the Golf Advisory Committee.  Motion seconded by Guy Coleman.  Motion carried unanimously.

 

COUNCIL APPRECIATION

 

Council discussed that it had been customary to give recently released council members and mayors a season pass at the golf course.  Outgoing council members Sterling Rees and Russ Cowan had never received one.  A motion was made by John Gardner to approve issuing a 2004 season golf pass to both of these former council members.  Motion seconded by Dave Woolstenhulme.  Motion carried unanimously. After further discussion, a motion was made by Dave Woolstenhulme to change the existing policy to state that all currently serving elected officials receive golf passes or swimming passes at half price as currently done for the other city employees.  Motion seconded by Guy Coleman.  Motion carried unanimously.

 

E911 FUNDS

 

John Gardner asked about the status of the E911 funds collected by Duchesne County from customers within Roosevelt City limits.  City Manager Brad Hancock reported that letters have been written to the County requesting an accounting of these funds but we have not ever received a response.

 

POLICE REVIEW BOARD

 

John Gardner asked about the status of the Police Review Board that was previously discussed with Council.  City Manager Brad Hancock reported that Police Chief Steve Hooley was working on this, but had not yet worked out the details.

 

A motion was made by John Gardner to adjourn the meeting.  Motion seconded by Dave Woolstenhulme.  Motion carried unanimously.
