MINUTES OF A REGULAR MEETING

 

April 5, 2005

 

The meeting was called to order at 5:30 p.m. by Mayor Ormon Sullivan. 

 

A roll call was taken which showed council members Larry Murray, John Gardner, Guy Coleman, Robert Yack, and Dave Woolstenhulme, present.  The Mayor stated that the meeting was a regularly called meeting and that notice of the time, place and agenda of the meeting had been provided to the local news media and to each member of the governing body.

 

Others present included City Manager Brad Hancock, City Recorder Carolyn Wilcken, Geoff Liesik, Josh _, Alden Haslem, Jeremy Libberton, Karson Betts, Johnathon Powell, Trent Bolton, and John Weight.

 

Opening prayer was given by Councilman Murray.

 

MINUTES

 

After review, a motion was made by Councilman Woolstlenhulmne to approve the minutes of the meeting of March 29, 2005, were adopted. Councilman Woolstenhulme

Motion seconded by Councilman Yack.  Motion carried unanimously.

OLD PARK AND CONSTITUTION PARK USE

AGREEMENT WITH LDS CHURCH

 

City Manager Brad Hancock reported on a meeting he attended with LDS Church representatives to discuss the terms of the contract between Roosevelt City and the LDS Church for use of the Old Park and Constitution Park use for sports programs.  According to the contract, it can only be cancelled if notification is made by either party no later than December 31st of the year prior to voiding the contract.  At this time, there are two years left on the contract so Roosevelt City will give notice of their intent to void the balance of the contract and pay the pro rated amount of $750.00 per year ($1,200.00 for 2006 and 2007) for the lights purchased by the Church at the beginning of the contract.  City Manager Brad Hancock will write a letter to Stake President Willard of the LDS Church letting them know Council’s decision.

 

PERMANENT COMMUNITY IMPACT BOARD

FUNDING REQUEST

 

After discussion, a motion was made by Councilman Woolstenhulme to authorize Mayor Sullivan to negotiate the best terms possible for receiving funds from the Permanent Community Impact Board at their meeting on April 7th.  These funds are to be used on a sewer project and are being requested on an emergency basis.  Motion seconded by Councilman Gardner.  Motion carried unanimously

 

COMPUTER MAINTENANCE AGREEMENT RENEWAL

 

The Computer Maintenance Agreement will expire the end of this month.  It will need to be bid for another three-year period of time.  A motion was made by Councilman Woolstenhulme to advertise for bids to maintain Roosevelt City’s computer system.  Motion seconded by Councilman Coleman.  Motion carried unanimously

 

CITY CLOCK PROPERTY LEASE AGREEMENT

 

Council reviewed the proposed agreement with Gale’s to lease property on which we will place the new community clock and a small park area.  After discussion, a motion was made by Councilman Murray to approve the agreement as presented except to offer a limit of $10,000 for a new sign with the guarantee the clock will be placed on the Northeast corner of Gale’s property.  Motion seconded by Councilman John Gardner.  Motion carried unanimously.

 

COTTONWOOD CREEK SUBDIVISION ORDINANCE

DISCONNECTION REQUEST PUBLIC HEARING

 

After discussion, a motion was made by Councilman Yack to schedule a public hearing to adopt an ordinance approving the request to disconnect property known as Cottonwood Creek Subdivision from the boundaries of Roosevelt City except for the parcels on the east side of the subdivision owned by the Rasmussen’s who do not wish to disconnect.  Motion seconded by Councilman Coleman.  Motion carried unanimously.

 

DUCHESNE COUNTY RODEO DRIVE

PURCHASE RESPONSE

 

Councilman Murray made a motion that City Manager Brad Hancock respond in person and sit down with the County Commissioners to relay Council’s support for their project at Rodeo Drive and 8th South and relay parameters as outlined in Brad’s previous letter to the Commissioners.  Motion seconded by Dave Woolstenhulme.  Motion carried unanimously.

 

BUDGET INTRODUCTION

 

City Manager Brad Hancock presented a preliminary budget for the 2005-2006 budget year.  Brad stated that this is the first year that revenues are sufficient to fully cover expenses.  Brad will be meeting with department heads in the near future to discuss their budgets.

 

FIRE DEPARTMENT RESIDENCY REQUEST

 

Trent Bolton, who serves on Roosevelt City’s Fire Department, approached Council and asked if there was a way to reconsider the residency requirement for Firemen.  He would like to be allowed to live in Hancock Cove.  Trent was directed to bring this issue to the Fire Chief for Fire Department consideration and then the Fire Chief could bring a recommendation for Council consideration.

 

DRIVERS TRAINING

 

John Weight approached Council asking if Council would like his driver’s training students to keep track of signs that need to be replaced or signs that are obstructed by excessive foliage that needs to be removed.  Council expressed appreciation for his offer and will provide a city map on which they can indicate the location of any problems.

 

EXECUTIVE SESSION

 

A motion was made by Councilman Murray to go into an executive session to discuss a personnel matter and at the end of the discussion, go back into regular session.  Motion seconded by Guy Coleman.  Motion carried unanimously.

 

CITY MANAGER CONTRACT RENEWAL

 

A motion was made by Councilman Woolstenhulme to authorize Mayor Sullivan to sign the contract with Brad Hancock to serve as Roosevelt City Manager for the next three years and an addendum letter stating and extension of the same terms for an additional two years.  Motion seconded by Councilman Gardner.  Motion carried unanimously.

 

BUSINESS LICENSE APPLICATIONS

 

Council reviewed business license applications from:

After review and discussion, a motion was made by Robert Yack to approve these applications.  Motion seconded by John Gardner.  Motion carried unanimously.

 

A motion was made by Councilman Murray to adjourn the meeting.  Motion seconded by Councilman Woolstenhulme.  Motion carried unanimously.
