MINUTES OF A REGULAR MEETING

 

March 4, 2008

 

 

The meeting was called to order at 5:30 p.m. by Mayor Pro Tem Guy Coleman. 

 

A roll call was taken which showed council members Lane Yack, Guy Coleman, Robert Yack, Vaun Ryan, and Dave Woolstenhulme, present.  Mayor Russell L. Cowan was excused.  Mayor Pro Tem Guy Coleman stated that the meeting was a regularly called meeting and that notice of the time, place and agenda of the meeting had been provided to the local news media and to each member of the governing body.

 

Others present included City Manager Brad Hancock, City Recorder Carolyn Wilcken, Geoff Liesik, Jean Liddell, Justin Johnson, Jay Mitchell, Ryan Clayburn, Rick Stewart, Roger Eschler, Rhea Thorson, Ottis Foster, Melissa Fioster, Monica Dennis, Chris Parker, Paul Chacon, Linda Lundstrom, Nick Lundstrom, Becky Gilbert, Bob Gilbert, Silvana Powell, Carol Guymon, Don Guymon, Doug Phillips, Tonya Timothy Jared Timothy, Tom Kosmack, John Wilson, and Turner Wilson.

 

Opening prayer was given by Councilman Guy Coleman.

 

MINUTES

 

A motion was made by Councilman Woostenhulme to approve the minutes of the meeting of February 5, 2008.  Motion was seconded by Councilman Vaun Ryan.  Motion was carried unanimously.  A motion was made by Councilman Lane Yack to approve the minutes of the meeting of February 19, 2008.  Motion seconded by Councilman Robert Yack.  Motion carried unanimously.

 

BUSINESS LICENSE APPLICATIONS

                                   

Council reviewed business license applications from the following:

 

                 Roosevelt Rentals from Nolan Kitchen

                 Shep’s Stucco & Windows from Dale Shepardson

                 Country Chiropractic from John Christiansen

 

After review and discussion, a motion was made by Councilman Vaun Ryan to approve these applications. Motion seconded by Councilman Dave Woolstenhulme.  Motion carried unanimously.

 

HOME OCCUPATION PERMIT

 

Council reviewed home occupation permits from the following:

 

                 Daniel R. Bedell for DRB Enterprises, Inc.

                 Jared Emberton for Substation Maintenance Services, LLC

                 Robbie Duncan for Phenomenon PC

                 Benjamin Kurtz for Rocky Mountain Diesel

 

After review and discussion, a motion was made by Councilman Robert Yack to approve these permits.  Motion seconded by Councilman Lane Yack.  Motion carried unanimously.

 

ZONE CHANGE REQUEST – RHEA THORSON

 

Rhea Thorson came before council seeking to have a parcel of property she owns rezoned from residential back to agricultural.  After review and discussion, a motion was made by Councilman Robert Yack to approve this request for rezoning and schedule a public hearing as required by law.  Motion seconded by Councilman Vaun Ryan.  Motion carried unanimously.

 

WATER ISSUES REPORT

 

City Manager Brad Hancock reported on water related issues.  HB 51 did pass the legislature this session.  It will not change our current situation with the state engineer over our water rights, but it does bring in some good changes.  We have received the go ahead on drilling the replacement well and this should be done in April.  The Golf Course water system has been designed.  Sandwash water will be used this summer on the golf course, cemetery and parks and plans will be pursued to supply water to the junior high school.

 

NORTH POCO DRIVE WATERLINE ISSUES

 

Bob Gilbert and neighbors came before Council to discuss their concerns with their frozen waterlines this winter and previous winters.  The main line was not installed deep enough by the original contractor of these homes.  They each spoke of their frustration at not having water.  Councilman Robert Yack stated that Council understands their frustration and assured them that the city would provide whatever remedy was needed on the city’s side.

COUNCIL REPORTS

 

Lane Yack reported that the streets are the worst he’s ever seen due to the especially bad winter.

Vaun Ryan reported that stickers have been ordered for city vehicles.  Vaun also reported on July 4th festivities.  Vaun also reported on his attendance at a CBBC meeting on a Main Street cleanup campaign and the Basin Arts Council.

Guy Coleman reported that the Main Street flower project will be started within a month. 

Dave Woolstenhulme asked when the street sweeper will be put in operation.

Robert Yack reported that the county landfill will be free on April 26 to May 3 for the County’s spring cleanup.  K & K’s dump station in Ballard will also receive trash during that time.

 

EXECUTIVE SESSION

 

A motion was made by Councilman Dave Woolstenhulme to go into an executive session to discuss property matters and matters of litigation and at the end of the discussion, return back into regular session.  Motion seconded by Councilman Lane Yack.  Motion carried unanimously.

 

A motion was made by Councilman Dave Woolstenhulme to adjourn the meeting.  Motion seconded by Councilman Lane Yack.  Motion carried unanimously.
