MINUTES OF A REGULAR MEETING

 

February 25, 2003

 

 

The meeting was called to order at 5:30 p.m. by Mayor Lloyd Burton. 

 

A roll call was taken which showed council members Beverly Hansen, Sterling Rees, Larry Murray and John Gardner present.  Russ Cowan was excused.  The Mayor stated that the meeting was a regularly called meeting and that notice of the time, place and agenda of the meeting had been provided to the local news media and to each member of the governing body.

 

Others present included City Manager Brad Hancock, City Recorder Carolyn Wilcken, Jean Liddell, Lezlee Whiting, Mike Guinn, Troy Murray, Todd Arnold, Joe Arnold, Lee Rockwood, Shelly Rockwood, Mondi Taylor, John Shaw, Jeffery Case, Sherry Rogers, Lorenzo Martinez, Kolene Martinez, Howard Horrocks, Val Killian, Max Warren, Gerald Dye, Gary Dye, and Randy Crozier.

 

The opening prayer was given by John Gardner.

 

MINUTES

 

A motion was made by Larry Murray to approve the minutes of the meeting of February 11, 2003, after revision.  Motion seconded by Beverly Hansen.  Motion carried unanimously.

A motion was made John Gardner to approve the following purchase orders.  Motion seconded by Beverly Hansen.  Motion carried unanimously.

FY 2002 AUDIT REPORT – MCNEIL DUNCAN

 

Our Auditor, McNeil Duncan, presented his FY 2002 Audit Report of Roosevelt City to Council.  In his opinion letter, McNeil stated that Roosevelt City is in substantial compliance with proper accounting procedures.  McNeil also stated that changing out water meters has increased our billing accuracy. 

 

WESTERN BOYS BASEBALL ASSOCIATION WORLD SERIES TOURNAMENT

 

Mike Guinn, President of Roosevelt’s Boys Baseball, Troy Murray, Treasurer, Joe Arnold, and Todd Arnold, came before Council to report that the Boys Baseball World Series Tournament will be held in Roosevelt on August 4 through 9.  There will be 144 players in 12 teams, along with family members and friends.  These boys are 11-12 years old from Utah, Idaho, and California.  It will be held the same time as UBIC.  Their main concern is housing and they will have to work this out.  They will be having a BBQ for the families on Monday sponsored by Moon Lake Electric.  Some activities they would like to plan for is boating at Bottle Hollow, use of the city pool, movie theatre, golf course, fly fishing at Falcons Ledge, boating on the Green River, Vernal Water Slide, Dinosaur Quarry, and skeet shooting at Hicken’s farm.  They are asking for support from the Council.  Council Member Beverly Hansen reported to them that Council was aware of this event and had allocated $3,000 in the FY 2003 city budget to support this.

 

COMMUNITY DEVELOPMENT BLOCK GRANT APPLICATION REPORT

 

City Manager Brad Hancock reported on the outcome of the rating and ranking process of the 2003 CDBG applications.  Of the six applications, Roosevelt City ranked fourth.  However, while the first three projects were completely funded, there was only $53,093 left to go towards the $75,000 we requested.  At the UBAOG meeting, Brad stated that he had recommended that we pass up this years funding, let it go to the fifth applicant which would fully fund their project, and ask for a guarantee of $80,000 in next years funding process.  UBAOG agreed to this stipulation.  However, this would need to be a request sanctioned by City Council.  After discussion, a motion was made by John Gardner to accept Brad’s suggestion.  Motion seconded by Sterling Rees.  Motion carried unanimously.

 

QUINEX ENERGY DIVISION ORDERS

 

Council reviewed a request to sign Division Orders from Quinex Energy.  Council Member Larry Murray has carefully reviewed this document and has some concerns with their motives.  Quinex already has signed papers allowing them to drill on this property and there are questions about why Quinex feels these division orders need to be signed.  After discussion, a motion was made by Beverly Hansen to table this matter until receiving further information.  Motion seconded by Larry Murray.  Motion carried unanimously.

 

ORDINANCE NO. 2003-308

CONSTITUTIONAL TAKINGS ORDINANCE

 

There is a state statute that requires every city to have an ordinance on constitutional property takings.  This ordinance would bring Roosevelt City into compliance with state law.  After review and discussion, motion was made by Larry Murray to approve advertising this ordinance for a public hearing.  Motion seconded by Beverly Hansen.  Motion carried unanimously.

 

PERMANENT COMMUNITY IMPACT BOARD

ONE AND FIVE YEAR CAPITAL IMPROVEMENTS LIST

 

Council Member Larry Murray expressed concern with street paving projects proposed on the one year capital improvement list for PCIB funding.  Council was asked to take some time to think this through and make recommendations by the end of the week for projects they would like to support and could fit under PCIB funding.

 

CHILDREN’S JUSTICE CENTER REQUEST

WAIVING OF BUILDING PERMIT FEE

 

John Gardner, Children’s Justice Center Director, has submitted a letter asking Roosevelt City to waive the building permit fee for a new building addition to the existing CJC.  This amounts to approximately $600.  After discussing that this fee was waived for the original construction of the Children’s Justice Center, a motion was made by Beverly Hansen.  Motion seconded by Sterling Rees.  John Gardner abstained.  Motion carried.

 

“SCOUTING FOR FOOD DAY” PROCLAMATION

 

A motion was made by Sterling Rees giving approval for Mayor Burton to sign the “Scouting For Food Day” Proclamation.  Motion seconded by Larry Murray.  Motion carried unanimously.  The “Scouting For Food Day” drive is scheduled to take place March 29, 2003.

 

EXECUTIVE SESSION

 

A motion was made by Larry Murray to go into an executive session to discuss two property matters and a personnel matter.  Motion seconded by John Gardner.  Motion carried unanimously.

 

Mayor Lloyd Burton called the regular council meeting back into session.

 

NEW WATER DISTRICT SPECIAL MEETING

 

Citizens and officers of the new Cedarview Montwell Water District were in attendance at this meeting.  Mondi Taylor is the current president of the Cedarview Montwell Water District.  Also attending were Gary Dye, Randy Crozier, Val Killian, Max Warren of the Neola Water District, Gerald Dye, John Shaw, Jeff Case, Sherry Rogers, Lorenzo Martinez, Kolleen Martinez, and Howard Horrocks.  Randy Crozier, Director of the Duchesne County Water Conservancy District, spoke on behalf of this district and stated that he agreed that it would be best to work as neighbors to resolve the water issues in the Cedarview Montwell Water District area.  It was proposed that a task force be formed to include representation from each group.  This group would study all the concerns and issues and bring the results back to a general meeting with all interested parties or to a meeting of each entity.  This matter will be put on the next Council agenda for further discussion.

 

ETHICS TRAINING

 

Council discussed the ethics training provided for city employees last week.  Mayor Burton, Council Members Larry Murray and Sterling Rees also attended.

 

A motion was made by Beverly Hansen to adjourn the meeting.  Motion seconded by Sterling Rees.  Motion carried unanimously
